Who makes up the Federal Civil Service?

The federal civil service has several departments and agencies, including the Federal Ministry of Education, Federal Ministry of Health, and Federal Ministry of Transportation, among others. These agencies are responsible for recruiting civil servants into their respective units and assigning them to various roles. 

Federal Civil Service Salary Structure

The federal civil service commission has a grading system that determines the annual income and wages of workers. The grading system is based on the Consolidated Public Service Salary Structure (CONPSS), which is a salary structure that outlines the wages of civil servants. Although, there are other structures limited to certain departments and agencies and they include:

  • Consolidated Armed Forces Salary Structure (CONAFSS)

  • Consolidated Health Salary Structure (CONHESS)

  • Consolidated Research and Allied Institutions Salary Structure (CONRAISS)

  • Consolidated Tertiary Institutions Salary Structure (CONTISS)

  • Consolidated Polytechnics and Colleges of Education Non-Academic Salary Structure (CONPCASS)

  • Consolidated Polytechnics and Colleges of Education Academic Salary Structure (CONPCASS)

  • Consolidated Police Salary Structure (CONPOSS)

  • Consolidated Top Federal Public Office Holder Salary Structure (CONTOPSAL)

  • Consolidated Parliamentary Salary Structure (CONPASS)

  • Consolidated Medical Salary Structure (CONMESS)

The minimum wage for a federal civil servant in Nigeria is N30,000, and it is important to take note of this fact. Here's a breakdown of the grades and salaries of Federal civil service workers:

Minimum wage workers

The minimum salary for employees on Grade Level 01 step 01 is N30,000 per month, resulting in an annual income of N360,000 before any deductions such as taxes are made.

Secondary School leavers

A person who has just finished school and is in Grade 04, step 1 earns a yearly salary of N375,000 before any deductions such as taxes are taken out.

Officers

An employee who is in Grade 06, step 1 earns a yearly salary of N400,000 or more. However, upon reaching step 15 within the same grade level, their yearly income increases to N487,295.

Diploma (OND) certificate holders

A person who holds a diploma certificate and is in Grade 07, step 1 earns a yearly salary of N600,000.

Officers counterparts 

Individuals who are equivalent to officers and are at Grade level 09, step 1 receive an annual salary of N780,657. However, when they achieve step 15 within the same grade level, their yearly income increases to over N1 million.

Graduates (B.sc/HND holders)

An individual who has completed a university degree or has a higher national diploma and is at level 8, step 15 holds a position between officers at level 09, step 1, and level 09, step 15. They will receive an annual salary ranging from N978,663 to over a million naira.

Directors

At the FCSC, the position of director is the highest-paying role, and they usually belong to level 10 and above. Individuals in this position earn an annual salary of approximately 5 million naira. 

However, while these salaries are organized based on the CONPSS, there could be some variations in certain departments that have unique salary structures that they adhere to as stated earlier.
