In recent times there has been a wide disparity between IPPIS and UTAS. Hence the title of this article: IPPIS vs UTAS. In this article, we will be taking a look at the similarities and differences between them. If you can recall, one of the major reasons that made the ASUU strike linger for over 6 months is the disparity between IPPIS and UTAS as the federal government wants ASUU to migrate from their customized solution, UTAS to IPPIS.
IPPIS vs UTAS
What Is IPPIS
IPPIS stands for Integrated Payroll and Personnel information system. To improve the effectiveness and efficiency in the storage of personnel records and administration of monthly payroll in such a way as to increase confidence in staff emolument costs and budgeting, the federal government of Nigeria introduced the Integrated Payroll and Personnel Information System (IPPIS) in October 2006. Additionally, it was intended for the System’s implementation to follow the best practices seen in other regions of the world where Information and Communication Technology (ICT) is applied to enhance management reporting. After receiving permission from the Federal Executive Council, the World Bank’s Pilot Phase implementation at the Bureau of Public Service Reforms (BPSR) began in February 2006. (FEC). The project went live in April 2007 with seven Pilot MDAs, but in October 2008, management of the initiative was handed over to the Office of the Accountant General of the Federation (OAGF).
The Pilot MDAs are:
- Federal Ministry of Education
- Federal Ministry of Transportation (Works arm)
- Federal Ministry of Finance
- Budget Office of the Federation
- Federal Ministry of Information
- Ministry of Foreign Affairs
- National Planning Commission
The nominal rolls of the Seven Pilot MDAs submitted before their registration indicated 55,000 workers; as a result, the World Bank paid for fifty-five thousand (55,000) licenses. However, it was revealed once they were enrolled in the Scheme that they had a total staff of 32,000, therefore additional eleven (11) MDAs were added in July 2009 to maximize the 55,000 licenses obtained. The MDA’s that later joined are:
- Federal Ministry of Transport
- Federal Ministry of Health
- Federal Ministry of Agriculture and Water Resources
- Federal Ministry of Petroleum Resources
- Federal Civil Service Commission
- Federal Ministry of Works (Housing & Urban Development)
- Federal Ministry of Information (Communication)
- Office of the Accountant-General of the Federation
- Office of the Head of Civil Service of the Federation
- Office of the Secretary to the Government of the Federation
The Federal Executive Council approved on Wednesday, December 1, 2010, the enrollment of all MDAs that deduct their personnel costs from the Consolidated Revenue Fund (CRF) into the Integrated Payroll and Personnel Information System after seeing the advantages of the Scheme, particularly in the area of savings to the government (IPPIS). The Federal Government of Nigeria is funding the Phase II Service-wide rollout, which began in phases in September 2011 on the foundation of new software called Oracle Application. With a combined staff strength of nearly 700,000 workers as of April 2018, 490 MDAs (including the Nigeria Police and Other Paramilitary Agencies) were registered with IPPIS.
What Is UTAS
UTAS is a payment option that stands for University Transparency and Accountability Solution (UTAS). It is an alternative to IPPIS. ASUU which uses UTAS has maintained that the IPPIS platform does not take into account the unique characteristics of Nigeria's university system, although around 711 ministries, departments, and agencies of the Nigerian government are on it. The union has asserted that UTAS, which they created, will compensate for IPPIS. But according to Kashifu Inuwa, Director-General of the National Information Technology Development Agency (NITDA), UTAS has not passed the essential evaluations to be used as a payment platform.
